Jill Dougans is an experienced trial lawyer and Associate Counsel at HLBC. Called to the Bar in 1987, Jill’s career includes practicing litigation with firms in Vancouver, Surrey and Kelowna with a focus on personal injury, insurance litigation and general litigation, including commercial litigation, employment law and estate litigation. Whether working alone or leading a team, her ability to assess and consider the context of a legal dispute and provide practical solutions is well known.

In addition to her litigation expertise, Jill is a qualified Mediator and has been on the BC Mediator Roster since 2003. She taught a 4th year Political Science Course on contemporary law at the University of British Columbia Okanagan for 5 years and volunteered with the Central Okanagan Restorative Justice Program for over 10 years.  From 2016 to 2024, Jill was a panel member on the Discipline Tribunal for the Law Society of BC.  She has been a skills coach for the Justice Institute of BC in the Conflict Resolution program since 2005.  She was a director for the Kelowna Art Gallery Board from 2020 to 2023.

When she is not working, Jill likes to cycle in the summer, ski in the winter and spend time with her family.
